The new punishment will be applied to individuals found guilty of minor offences, who will be placed under house arrest for four to 24 months. House arrest can also be used as additional measure for those guilty of major crimes.

"Restricting freedom is a humane policy, but this innovation can well remain on paper, because the Federal Service will not be able to monitor all the offenders placed under house arrest. All of penitentiary officers are busy with those serving their sentences on probation.
