Babakov, who is the State Duma"s deputy speaker, said the Russian lawmakers will monitor the voting in Kiev, Simferopol, Lvov, and at four regional polling stations.

Ukrainians will choose between opposition leader Viktor Yanukovych and Prime Minister Yulia Tymoshenko in a runoff election on Sunday after the January 17 first round failed to see any candidate gain 50% plus one vote.

Tymoshenko and Yanukovych are certain to face a close race in the runoff.

Experts say that several days before the runoff vote, the winner is impossible to predict. The rivals have accused each other of seeking to rig the vote and both have promised massive protests after the election in the event of defeat.
