The Office Hammarberg heads is an independent organization in the Council of Europe. The commissioner is responsible for ensuring public awareness of human rights principles and respect for these principles on the part of CE member states.

Hammarberg will consider the current situation with human rights in Russia, in particular, check Russia"s implementation of recommendations he made last year in a report on North Caucasus, which included the urge to make more serious efforts to stop human rights violations and ensure better protection for people.

In the report, he in particular voiced concern over the murders of human rights activists Natalya Estemirova and Zarema Sadulayeva in summer 2009 and demanded thorough investigation.

Hammarberg is also to meet with Russian rights ombudsman Vladimir Lukin and other officials.
